On November 6, 2023, Yu Tiejun, President of the Institute of International and Strategic Studies (IISS), Peking University (PKU), attended the 14th Regional Meeting of the Council of Councils (CoC) hosted by the Council on Foreign Relations on behalf of IISS. He also participated in the discussion of the online meeting.

A total of 28 think tanks from 24 countries participated the online meeting, including two Chinese think tanks: IISS, PKU, and the Shanghai Institutes for International Studies. The online part of the meeting focused on themed discussion of "Increasing Conflicts and the Future of World Order".

The Council of Councils is a global think tank network initiated and established by Council on Foreign Relations (CFR). It aims to connect leading foreign policy institutions from around the world in a dialogue on issues of global governance and multilateral cooperation, pool the wisdom to address common threats, and provide innovative ideas for advice and solutions to the public policy debate and decision-making process of the member states. The Council is now composed of well-known think tanks from 24 countries, and its membership is roughly similar to that of the Group of 20 (G20).
