On December 16, 2021, Associate Prof. Lei Shaohua, on behalf of the Institute of International and Strategic Studies (IISS), Peking University (PKU), participated in the Council of Councils Fourth Virtual Conference hosted by the Council on Foreign Relations (CFR).
A total of 28 think tanks from 24 countries attended the Conference, among which, IISS, PKU and the Shanghai Institutes for International Studies (SIIS) were from China. The Conference addressed two topics, "Post-COVID-19 Era: Prevention of and Response to Future Pandemics - What are the Outcomes of the Recent High-Level Conferences?" and "Two Years of COVID-19: Status Quo and Urgent Challenges in 2022".

The Council of Councils is a global think tank network initiated and established by CFR. It aims to connect leading foreign policy institutions from around the world in a dialogue on issues of global governance and multilateral cooperation, pool the wisdom to address common threats and provide innovative ideas for advice and solutions to the public policy debate and decision-making process of the member states. The Council now consists of well-known think tanks from 24 countries, and its membership is roughly similar to that of the Group of 20 (G20).
