On October 26-27, the 9th “North Pavilion Dialogue” annual meeting was held at the North Pavilion, Peking University (PKU). The "North Pavilion Dialogue" is hosted by the Institute of International and Strategic Studies (IISS), PKU and strongly supported by PKU's leadership and the School of International Studies (SIS), PKU. Each year, political figures and famous experts with rich political experience, profound academic accomplishment, and far-reaching strategic vision at home and abroad are invited to jointly examine the global situation and the prospects of world politics. This edition of "North Pavilion Dialogue" is one of the important events of PKU's "Global Engagement Year", and Ning Qi, Deputy Secretary of the PKU Party Committee and Vice President of PKU, came to the meeting to congratulate the organizers.

Centered on the topic of "Global Security Governance: Present and Prospects", this year´s "North Pavilion Dialogue" focused on exploring the strategic competition between China and the U.S. and the security and stability in Eurasia and the Asia-Pacific region. Participants unanimously agreed that the current situation of strategic competition between China and the U.S. remains grim, but a certain level of stability can be maintained through joint efforts. The increasingly complex situations in the Eurasian and Asia-Pacific regions pose significant challenges to global security but also provide opportunities for cooperation between China and the U.S. in global governance. Both countries should carefully and objectively assess their bilateral relations, actively promote mutually beneficial economic cooperation and cultural exchanges, flexibly handle the impact of domestic factors on bilateral relations, and manage potential risks in their relations. Participants also discussed issues such as the Russia-Ukraine conflict, challenges faced by developing countries, and the future of the world order.

Six foreign guests were invited to the annual meeting, they are: John Negroponte, former Deputy Secretary of State of the U.S.; Joseph Nye, Jr., former Assistant Secretary of Defense and former Chair of National Intelligence Council of the U.S.; Nabil Fahmy, former Foreign Minister of Egypt; Kim Sung-Hwan, former Minister of Foreign Affairs and Trade of the Republic of Korea; George Yeo, former Minister of Foreign Affairs of Singapore; and Andrey Kortunov, Academic Director General of Russian International Affairs Council.

Chinese guests attending the annual meeting include: Chen Xiaogong, former Deputy Director of Foreign Affairs Office of the CPC Central Committee Lieutenant General (retired) and former Deputy Commander of People’s Liberation Army of China (PLA) Air Force; Yao Yunzhu, Director Emeritus of the Center on China-American Defense Relations, Major General (retired), Academy of Military Science, PLA; Xing Guangcheng, Member of the Academic Council, Chinese Academy of Social Sciences (CASS) and Director of the Institute of Chinese Borderland Studies, CASS; Chen Dongxiao, President of the Shanghai Institutes for International Studies; Yan Xuetong, Dean of the Institute of International Relations, Tsinghua University; Cui Liru, Senior Adviser of the China Institutes of Contemporary International Relations (CICIR); Xu Bu, former President of the China Institute of International Studies (CIIS); Rong Ying, Vice President of the CICIR; Wang Yizhou, President of the Institute of Area Studies, Nanjing University; Wang Dong, Executive Director of the Institute for Global Cooperation and Understanding and Deputy Director, Office for Humanities and Social Sciences, PKU; and Huang Dizhong, Vice Chairman and Secretary General of the China-United States Exchange Foundation. IISS President Yu Tiejun, Founding President Wang Jisi, Council Advisor Yuan Ming, Executive Vice President Guan Guihai, Vice President Gui Yongtao, Senior Research Fellows Jie Dalei, Li Chen, Lei Shaohua, and others also attended the meeting.

On the afternoon of October 27, SIS and IISS, PKU jointly held an open forum on "Global Security Governance: Present and Prospects." During the forum, Joseph Nye, Jr., John Negroponte, Kim Sung-Hwan, Andrey Kortunov, Nabil Fahmy, George Yeo, Wang Jisi, and other guests engaged in candid and enthusiastic discussions on how to understand the strategic differences between China and the U.S., how to address new challenges in the competition between the two countries, and how to explore ways for the two countries to coexist, and had in-depth interactions with the audience. Prof. Yu Tiejun moderated the open forum.

IISS, PKU was officially founded in October 2013. Under the leadership of PKU and relying on the rich intellectual resources of the SIS and other relevant faculties and departments of PKU, the institute undertakes research on topics commissioned by government agencies and enterprises, and is engaged in providing high-quality consulting services on China's international strategy and foreign policy. It has established close partnership with representatives of think tanks and academic institutions around the world.

From 2014 on, IISS holds the "North Pavilion Dialogue" annually. This is one of the initiatives of PKU to implement General Secretary Xi Jinping's instruction of "building new type of think tanks with Chinese characteristics". IISS is committed to building the "North Pavilion Dialogue" into a high-profile platform to facilitate exchanges and cooperation among domestic and foreign peers in the international strategic community and enable them to make accurate judgments of the world situation, help China play a role on international arena, and promote win-win cooperation and inclusive development in global politics.

The North Pavilion of the "North Pavilion Dialogue", formerly known as the Miner Hall, is located in the central part of the scenic Yan Yuan Garden and now accommodates the office of IISS.
