On March 27, 2026, IISS, PKU held a seminar at the North Pavilion on "U.S. Foreign Investment Security Review Policy and Its Impact on China" and the 30th North Pavilion Salon.

The seminar convened experts and scholars from the Chinese Academy of Social Sciences (CASS), the China Institutes of Contemporary International Relations (CICIR), Peking University, Renmin University of China, China Foreign Affairs University, China University of Political Science and Law, the Central University of Finance and Economics, and Fangda Partners for in-depth discussions. Gui Yongtao, Vice President of the Institute of International and Strategic Studies (IISS), Peking University (PKU), attended the seminar and delivered remarks. The meeting was chaired by Wu Wencheng, Director and Senior Editor of the Editorial Office of Foreign Affairs Review, China Foreign Affairs University.

The North Pavilion Salon aims to promote in-depth dialogue between theoretical and policy research and provide a platform for exchange among young and mid-career scholars. Focusing on U.S. foreign investment security review policy, the participating experts discussed its latest developments, logical characteristics, institutional evolution, legal practice, and impact on China. They pointed out that the United States has recently shown heightened concern over economic-security factors within national security and may continue to step up its efforts in the area of investment review. The review mechanism centered on the Committee on Foreign Investment in the United States (CFIUS) is also increasingly extending from formal rules-based governance toward identity politics and informal governance. The experts noted that the linkage effect between the United States and Europe could simultaneously drive the global proliferation of investment review mechanisms. Looking ahead, against the backdrop of protracted China-U.S. strategic competition, the contest between the two countries in the investment domain may grow more complex, yet the two sides still have room to cooperate.
