On September 27, 2024, the Institute of International and Strategic Studies (IISS), Peking University (PKU) hosted a seminar on Trends in U.S. Export Control Adjustments, International Conflicts, and Legal Disputes and the 21st North Pavilion Salon.
The seminar brought together experts and scholars from various universities and research institutions, including the Chinese Academy of Social Sciences (CASS), the Academy of International Trade and Economic Cooperation under the Ministry of Commerce, the Xi Jinping Economic Thought Research Center of the National Development and Reform Commission, Ali Research, Beijing Dacheng Law Offices, Peking University, the University of International Business and Economics, and the University of International Relations, among others, for in-depth discussions. Associate Professor Gui Yongtao, Vice President of IISS, PKU attended the seminar and delivered the opening remarks. The seminar was chaired by Yang Shuiqing, Assistant Research Fellow at the Institute of American Studies, CASS.
The North Pavilion Salon aims to promote deep dialogue between theoretical and policy research and provide a platform for scholarly exchange. Experts at the seminar focused on the trends in U.S. export control adjustments, international conflicts, and legal disputes, with a particular emphasis on the logic and impact of U.S. export control policies towards China and China’s countermeasures. The experts pointed out that against the backdrop of U.S.-China strategic competition, the United States is exerting pressure on China through export controls in various fields, and future measures are likely to escalate. They believe that U.S. export controls on China impact China-U.S. economic and trade relations and the stability of the global supply chain, but they cannot fundamentally halt the development of China's relevant industries and technologies. The experts advised that China should further refine its strategies to counter the U.S. while accelerating the achievement of high-level technological self-reliance and independence.
