On June 12-13, 2024, Associate Professor Guan Guihai, Executive Vice President of the Institute of International and Strategic Studies (IISS), Peking University (PKU) and Director of the Russian Research Center, PKU, attended the 2024 Annual Conference of China Shanghai Cooperation Organization (SCO) Research Center and Yangling Forum upon invitation. The event was hosted by the China Institute of International Studies and the China SCO Research Center, and organized by the Administrative Committee of the Yangling SCO Demonstration Base for Agricultural Technology Exchange and Training. At the forum, Associate Professor Guan delivered a keynote speech on the cognitive factors in China-Russia cooperation under the SCO framework.

The China SCO Research Center, which was established in 2006 under the supervision of the Ministry of Foreign Affairs is a National SCO Research Center. It serves as the leading Chinese institution for the SCO Forum (founded in 2006), a multilateral, social expert consulting mechanism among SCO member states. Associate Professor Guan Guihai has been a member of its council since its inception.

The Yangling SCO Demonstration Base for Agricultural Technology Exchange and Training was set up to implement the initiative proposed by President Xi Jinping at the 19th Meeting of the Council of Heads of State of the SCO in 2019.
