On the morning of Nov. 21, Major General Abibilla Kudaiberdiyev, Kyrgyz Defense Minister expressed his ideas on regional security framework on the Fifth Xiangshan Forum. He said that terrorists existing in areas such as Afghanistan still pose a serious threat to regional security and while the anti-terrorist cooperation within the SCO framework produces fruits effectively.

Kudaiberdiyev made the above remarks while attending the second plenary meeting of the forum, which is themed by “regional security framework: present situation and prospects”. Other speech makers include Hishammuddin Hussein, Malaysian Defense Minister, Wang Jisi, President of the Institute of International & Strategic Studies (IISS), Peking University (PKU) and Bratislav Gasic, Serbian Defense Minister.

Kudaiberdiyev noted that the SCO, although quite young, "has already built up its prestige and enjoyed huge potential for further development." According to him, under the SCO framework, the member countries have organized a series of regular anti-terrorism military exercises. As a result, the cooperative capacities of troops of different countries have been improved in practice.
