From April 27th to 29th, 2016, Guan Guihai, Vice President of the Institute of International and Strategic Studies (IISS) of Peking University (PKU), Standing Council Member of the Center of Shanghai Cooperation Organization Studies (COSCOS), attended the Eleventh Shanghai Cooperation Organization Forum (SCOF) in Tajikistan on invitation. He made a speech on membership expansion of SCO at the meeting. The topics of the meeting also include regional safety, connection between the Silk Road Economic Belt and Euroasia Economic Union (EAEU), construction of transportation infrastructure, utilization of water resources, youth exchange and etc. 

SCOF is a regular meeting system between the think tank research institutions of SCO member states, observer states and dialogue partners, which has been organized for eleven years since 2006 by the leading unit of the member states in turn. China’s leading unit is COSCOS that is affiliated to China Institute of International Studies.
