The CoC is a network of global think tanks initiated and established by the CFR. It is designed to connect leading foreign policy institutes from around the world in a dialogue on issues of global governance and multilateral cooperation and to bring together intellectual power to address common threats and provide innovative ideas, thus providing recommendations and solutions to public policy debates and decision-making processes in member countries. The CoC is composed of leading think tanks from 24 countries, roughly tracking the composition of the Group of Twenty (G20). A list of member organizations is available on the Council of Councils roster page.
