On the afternoon of September 22, 2021, Institute of International and Strategic Studies (IISS), Peking University (PKU) held the workshop entitled “Sino-U.S. Competition from the Perspective of International Development Theory and Policy” and the Third Beige Salon.
Experts and scholars from the following institutions were invited for in-depth research and discussion: Chinese Academy of Social Sciences, China Institute of International Studies, Chinese Academy of International Trade and Economic Cooperation, Foreign Economic Cooperation Office, Ministry of Ecology and Environment, One Belt-One Road Strategy Institute, Tsinghua University, Center for American Studies, Fudan University, School of International Studies, Peking University, etc. Besides, the relevant personnel from the Policy Planning Department of the Foreign Ministry also attended the workshop.
The Beige Salon aims at promoting deep dialogue between theoretic and policy research. The experts at the workshop exchanged views on topics such as policy of China’s aid for foreign countries and its international development cooperation, Sino-U.S. game in the development of fields like finance, digital trade, climate change and infrastructure construction, as well as the interactions of the two countries in the development of regions such as South East Asia, South Asia, Middle Asia and Europe. They opined that with the expansion and deepening of Sino-U.S. game, especially because there exists the difficulty of “Competitive Coexistence” between “the Belt and Road” and “Build Back Better World” (B3W) proposed by the U.S. and other countries, international development would be a focal field for the two countries to compete. It is necessary for China to adjust and improve its policy on foreign aid and international development in response to the changes of internal and external situation, provide targeted global public goods, and actively build up a good cooperation-competition relationship between China and the U.S. in international development.
