Guan Guihai is the Executive Vice President of the Institute of International and Strategic Studies (IISS) and Associate Professor of the School of International Studies (SIS) at Peking University (PKU). He is also the director of the Center for Modern Russian Studies of PKU, a consultant of Sino-Russian subcommittee of cooperation in Education MOE PRC and an editor board member of the academic journal 'Region'. He received his PhD from the Moscow State Institute of International Relations in 1997 and was Visiting Scholar at the University of Minnesota, the University of Vienna and the University of Wurzburg.
