Guan Guihai is Executive Vice President of the Institute of International  Strategy at Peking University. He received a doctorate in political science  from the Moscow Institute of International Relations. He is concurrently  an advisor to the Sino-Russian Education Cooperation Subcommittee  of the Ministry of Education of China, a Chinese member of the Sino-Russian Education Cooperation Council, and director of the Center for  Contemporary Russian Studies of Peking University. He is Vice President  of the China-Russia Relations History Research Association, executive  director of the China Shanghai Cooperation Organization Research  Center, and international editorial board member of the Region magazine  of Indiana University in the United States and the Russian Journal of  Moscow University (Politics Edition).
