IISS, PKU Holds the Second Annual Meeting of "North Pavilion Dialogue"

From October 18 to 19, 2015, the second annual meeting of “North Pavilion Dialogue” was held by the Institute of International and Strategic Studies (IISS), Peking University (PKU). 14 respected foreign personages with profound knowledge, rich political experience and far-reaching strategic vision were invited to discuss the international security situation and China’s role in international affairs with Chinese scholars. They are: Kevin Rudd, former Prime Minister of Australia, Vladimir Lukin, Former Deputy Chairman of the Russian Duma, Stapleton Roy, former U.S. ambassador to China, Shivshankar Menon, former National Security Adviser of India, Nabil Fahmy, former Minister of Foreign Affairs of Egypt, George Yeo, former Minister of Foreign Affairs of Singapore, Marty Natalegawa, former Minister of Foreign Affairs of Indonesia, Kim Sung-hwan, former Minister of Foreign Affairs of Korea, Seiji Maehara, former Minister of Foreign Affairs of Japan, Thierry de Montbrial, President of French Institute of International Relations, Douglas Paal, Vice President of the Carnegie Endowment for International Peace, Gudrun Wacker, Senior Fellow in the Asia Division at the German Institute for International and Security Affairs, Victor Larin, Director, Institute of History, archaeology and ethnology of the peoples of the Far East, Russian Academy of Sciences, Far Eastern Branch, Yoichi Kato, Member of Editorial Committee of The Asahi Shimbun, etc.

Domestic guests invited to the annual meeting include Dai Bingguo, former State Councilor, PRC, Honorary President of the Institute of International and Strategic Studies (IISS), Peking University (PKU), Chen Xiaogong, former Deputy Director of the Foreign Affairs Office of the CPC Central Committee, Council Member of IISS, PKU, Su Ge, President and a Senior Research Fellow at China Institute of International Studies, former China Ambassador to the Republic of Iceland, Cui Liru, senior advisor of China Institutes of Contemporary International Relations, Council Member of IISS, PKU. Zhu Shanlu, the Party Committee Secretary of PKU attended the meeting and delivered a speech.

In 2015, the world continued undergoing profound changes. Some regional hot spots and local turbulences have not yet subsided, issues such as terrorism, cyber security and maritime security became more prominent. The international environment faced by China became more complex. With China's increasing strength and the changing international situation in the Asia-Pacific region, how to build an Asia-Pacific regional security architecture which is in line with local reality and can meet the needs of all parties has become an important subject. What role China will play in it has also been drawing growing concern of the world.

In view of this, the theme of the annual meeting is determined to be “Building Asia-Pacific Security Architecture: Global and Regional Perspectives”. The meeting is scheduled to last for two days, one and a half day for closed-door seminars and half day for open forum for the public and the Chinese and foreign media. During the closed-door meeting, the participants, focusing on the current security situation in the whole world and Asia-Pacific region, had frank and in-depth exchange of views on how China can play a more proactive and constructive role in the international security and global governance, especially in building the Asia-Pacific security architecture. They provided lot of valuable ideas and suggestions.

In the open forum of “How to Build an Asia-Pacific Security Architecture” held on the afternoon of October 19, seven guests, including Kim Sung-hwan, Shivshankar Menon, Victor Larin, Stapleton Roy, Gudrun Wacker, George Yeo and Wang Yizhou, had a discussion on issues such as global security threats and the counter-measures and building the Asia-Pacific security architecture and conducted in-depth interaction with the audience. Prof. Wang Jisi, President of IISS hosted the discussions and interaction of the open forum.

The Institute of International and Strategic Studies (IISS), Peking University (PKU) was officially founded in October 2013 whose predecessor was the Center for International and Strategic Studies, PKU. Mr. Dai Bingguo, former State Councilor of China serves as its honorary president. Under the leadership of PKU, IISS relies on the rich intellectual resources of PKU’s School of International Studies and other relevant departments, undertakes research projects commissioned by government agencies and enterprises, and is engaged to providing high-quality consulting services on China’s international strategy and foreign policy and strives to build a closer partnership with representatives of think tanks and academic institutions around the world. In the annual Global Go To Think Tank Index launched by the University of Pennsylvania, IISS of PKU is among the few selected Chinese think tanks every year. In December 2014, IISS held the first “North Pavilion Dialogue” and will hold it annually. This is one of the initiatives of PKU to implement General Secretary Xi Jinping’s instruction of “building new type of think tanks with Chinese characteristics”. IISS plans to progressively build the “North Pavilion Dialogue” into a high-profile platform to facilitate exchanges and cooperation among domestic and foreign peers in the international strategic community and enable them to make accurate judgments of the world situation, help China to play an international role and promote the harmony, stability and common development of the world.

The North Pavilion of the "North Pavilion Dialogue", formerly known as the Luella Miner Pavilion, is located in the central part of the scenic Yan Yuan Garden and now accommodates the office of IISS.
