September 5, 2007, Peking University Vice President Zhang Guoyou presented China Former Minister of Foreign Affairs, Professor Li Zhaoxing with the appointment of Honorary Chairman of CISS on behalf of the University. Li, in turn, dedicated the following words to the Center for International and Strategic Studies: "Let us prove together through action that we are worthy of being chosen by China and Peking University." After the appointment ceremony, Li delivered the speech in the opening ceremony for the 2007 entering class of the School of International Studies, Peking University. The title of his speech was "'Zhang shan, Chi shu, Fen ren**' : Observing International situations. "

(**note: zhang, chi, and fen are traditional measurement units. shan= mountain, shu= tree, ren= person/human. The title is in reference to scale in traditional Chinese literati paintings and applied to how one should measure and observe situations in the international world)
