On February 25, 2009, a forum on "Non-Traditional Security Threats and International Cooperation" was held at the Qiulin Auditorium in the School of International Studies, PKU. CISS PKU and the Defense Academy of the PLA National Defense University cooperated on this forum. CISS Deputy Director Prof. Zhu Feng, CISS General Secretary Associate Prof. Yu Tiejun, and CISS Academic Committee member Associate Prof. Yu Wanli attended the seminars and delivered keynote speeches. More than 70 senior military officers from Asia, Africa, Europe and thirty-seven other countries participated in the discussion.
The meeting was presided over by Associate Dean of Defense Academy of PLA National Defense University, Senior Colonel Guo Xinning. Prof. Zhu Feng, Associate Prof. Yu Wanli, and Associate Prof. Yu Tiejun. They delivered keynote speeches on the topics of "Dynamics of China’s Security in the Financial Crisis” "Defining Non-traditional Security" and "International Response to Non-traditional Security Threats". In his speech, Prof. Zhu Feng stated that the global financial crisis is part of non-traditional security, and that countries should strengthen cooperation to respond to the financial crisis; in China’s political and economic transitional period, its primary security concern is still domestic security; and China’s foreign policy will adhere to its path of "Peaceful Development". Prof. Wan Lifu pointed out the similarities and differences between traditional security and non-traditional security, noting that the globalization of terrorism is the most prominent non-traditional security issue. He concluded that countries need to work together in anti-terrorism efforts. Associate Prof. Yu Tiejun pointed out that governments need to establish more effective mechanisms for cooperation to deal with the current situation of non-traditional security and that the army can play an important role in such mechanisms for cooperation. Finally, the military officers from various countries and three experts in the subject participated in the discussion of "Non-traditional Security Threats and International Cooperation".
