In response to the call of the 20th National Congress of the Communist Party of China to strengthen the capacity building of the national security system, a seminar on "Comparison of the Capacity Building of the National Security Council System in the United States, Russia, and Japan" was held on Nov 6, 2022 in the North Pavilion, which was co-hosted by the Institute of International and Strategic Studies (IISS), Peking University (PKU) and the Department of National Security Studies at School of International Studies(SIS), PKU. Thirteen scholars in the field of national security studies participated in the seminar.
Sun Chenghao, Assistant Fellow at the Center for International Security and Strategy, Tsinghua University, Guan Guihai, Executive Vice President of IISS, PKU, Jing Zongjie, Research Assistant of IISS, PKU, and other experts from relative units made speeches and comments on the system evolution, basic characteristics, and lessons learned from the National Security Council in the US, Russia, and Japan. Experts present at the seminar further explored hot topics such as the decision-making process, coordination mechanism, personnel training, and team building of the National Security Council.
This seminar was co-moderated by Qi Haotian, Senior Research Fellow of IISS, PKU and Assistant Professor at SIS, PKU, and Gui Yongtao, Vice President of IISS, PKU and Associate Dean at SIS, PKU. President Yu Tiejun delivered both the opening and closing remarks.
