IISS of PKU hosts Seminar on Trend of U.S. Strategy towards China from the Perspective of Economic and Technological Security and the 11th North Pavilion Salon

On April 26th, 2023, the Institute of International and Strategic Studies (IISS), Peking University (PKU), hosted the 11th “North Pavilion Salon” in the North Pavilion under the topic of “Trend of US Strategy towards China from the Perspective of Economic and Technological Security”.

Experts and scholars from universities and institutes including China Institute of International Studies, China Center for Information Industry Development, International Economics and Finance Institute, Chinese Academy of Science and Technology for Development, Party School of the Central Committee of C.P.C., Fudan University, Central University of Finance and Economics, China University of Political Science and Law, University of International Relations and etc were invited to the event. Gui Yongtao, Associate Professor of IISS, PKU, attended the meeting and delivered a speech.

The North Pavilion Salon aims to promote profound dialogue between theoretical and political researches and provide a platform for interactions among young and middle-aged scholars. The participating experts focused on America’s curb on China’s technology and industry and China’s plan to address it, centering upon issues such as semiconductor and solar photovoltaic cell industries, the trend of Sino-U.S. economic and trade relations, security of research and talents, American digital supervision policy, general artificial intelligence, technological competition, etc. They pointed out that America has been building its competitive advantages of economy and technology in order to clamp down on China in advance. America has restructured supply chains under the guise of security, and assumed a strong “decoupling” attitude towards China in strategic and emerging technologies. As a result, Sino-U.S. economic, trade and technological co-operations in other areas have been affected. Meanwhile, America’s domestic interest demands of varied departments, industries and regions are complicated, and the fidelity of its allies is uncertain. They opined that China, aiming to ensure both development and security, should seek for a new balance between international co-operation and self-reliance and take the initiative in improving political environment abroad so that China could effectively respond to the U.S. unilateral suppression and multilateral containment.
