On November 24, 2021, the Institute of International and Strategic Studies (IISS), Peking University (PKU) held an online symposium on "EU Strategic Autonomy: Background, Progress and Response" and the Fifth "Beige Salon".

The "North Pavilion Dialogue" invited experts and scholars from universities and research institutions such as Tsinghua University, Renmin University of China, China People's Liberation Army National Defence University, China  Foreign Affairs University, Chinese Academy of Social Sciences (CASS), China Institute of International Studies, and China Institutes of Contemporary International Relations. Guan Guihai, Executive Vice President of IISS, PKU, and Yu Tiejun, Vice President of IISS, PKU, attended it, delivered speeches and provided summaries respectively. The "North Pavilion Dialogue" was presided over by Xu Gang, Associate Researcher of the Institute of Russian, Eastern European & Central Asian Studies, CASS.

The "Beige Salon" aims to promote a profound dialogue between academic research circles and policy research circles. Focusing on "EU Strategic Autonomy", the participating experts deeply analyzed its background and internal and external motivations, and focused on the specific progress and possible limits of "EU Strategic Autonomy". They believed that "EU Strategic Autonomy" is a multi-layered concept; in polical practice, it takes defense and security as the core, and meanwhile extends it to various fields such as economy, science and technology. The pursuit of "EU Strategic Autonomy" will exert a complex impact on China-EU relations, U.S.-EU relations and EU-Russia relations, so China should actively respond to it based on profound understanding of the actual situation.
