Dai Bingguo served as the People’s Republic of China’s State Councilor from 2008 to 2013. Mr. Dai graduated from the Department of Foreign Languages at Sichuan University in 1964, majoring in Russian Language. He joined the Ministry of Foreign Affairs in 1966 and held various positions in the Ministry and the International Department of the Central Committee of the Communist Party of China, including vice foreign minister (1993—1995 and 2003—2008) and director of the International Department (1997—2003). He was director of the Office of the Central Foreign Affairs Leading Group and director of the Office of the Central National Security Affairs Leading Group (2005—2013). Mr. Dai was a member of the 15th, 16th, and 17th Central Committee of the Communist Party of China.
